Abstract
The mobility of the population, characterizes the current globalization, as a recurrent dynamic in the countries that expel labor. The State creates strategies to reading and control of the population beyond the territorial limits, technologies are used to know, locate and measure the population inside and outside the national territory; measures implemented to influence events and places at a distance, where, in some cases, the creation of public policies on migration are implementations that contribute directly to specific purposes of the State.
